Police Now is a pioneering initiative in the UK, dedicated to transforming communities by recruiting and developing outstanding and diverse leaders in policing. With a mission to create safer communities and inspire the next generation of police officers, Police Now recognised the importance of quantifying the social value of their operations to demonstrate their impact and secure continued support.
Aim
The primary objective for Police Now was to measure the social value generated by their recruitment and training programmes over a ten-year period. The aim was to provide a comprehensive assessment of the economic, social, and community benefits of their initiatives, thereby enhancing stakeholder trust, securing funding, and guiding future strategic decisions.

transformacy partnered with Police Now to conduct a thorough assessment of their social value impact. We developed a bespoke methodology tailored to Police Now's unique operations, which included:
- Conducting a materiality assessment to identify key value categories relevant to Police Now's mission and activities.
- Developing clear metrics and measurable targets across economic value, social return on investment (SROI), and community impact.
- Implementing robust data collection and analysis processes to ensure accurate and reliable measurement of outcomes.
- Providing detailed reporting and insights to support Police Now's strategic planning and stakeholder engagement.
Results
The engagement delivered significant results for Police Now:
- Economic Value of Police Now Recruitment: Police Now provided £135.7M of additional value above outcomes achieved by traditional recruitment processes, with an effective return of £1.68 for every £1 of funding received.
- Value of Avoided Crime and Anti-social Behaviour: Police Now graduates contributed to a reduction in social costs of £953.9M due to avoided incidents of crime and anti-social behaviour, with an effective return of £11.80 for every £1 of funding received.
- Value of Additional Community Service: Police Now graduates provided £23.57M in additional community service, with an effective return of £0.29 for every £1 of funding received.
- Cost-Effectiveness of Police Now Recruitment: Police Now recruitment was 2.84 times more cost-effective than traditional recruitment methods during the Police Uplift Programme period.
The Value of a More Diverse Police Force: Police Now's recruitment efforts resulted in a more diverse police force, with graduates being over twice as likely to be from a minority ethnic background compared to the national average
