Driving Social Value in Public Health: Randox’s Strategic Approach to Reducing Health Inequalities
Client Intro
Randox is a global healthcare diagnostics company renowned for its commitment to innovation, preventative healthcare, and improving patient outcomes. With a strong presence across the UK and internationally, Randox delivers cutting-edge diagnostic solutions and laboratory services that support public health initiatives and clinical decision-making. Their work spans a wide range of sectors, including infectious disease, sexual health, and chronic condition management. Randox is increasingly focused on aligning its operations with government social value frameworks to drive meaningful impact in the communities it serves.
Challenge: Demonstrating Social Value in a Competitive Tender
Randox was preparing bids for two major public health contracts. Both opportunities required a robust and differentiated social value proposition, with clear alignment to the respective government frameworks – PPN 06/20 in England, the City of London’s Responsible Procurement Policy, and the Welsh Procurement Policy Statement. Randox’s goal was to significantly improve its previous social value scores by developing innovative, comprehensive approaches that not only met but exceeded expectations. Central to this ambition was a desire to reduce health inequalities in disadvantaged communities, leveraging Randox’s healthcare expertise to deliver tangible, measurable benefit.
Solution: Transformacy’s Expertise in Social Value Proposal Writing
To meet these objectives, Randox partnered with transformacy to co-develop a tailored social value strategy for each bid. The solution focused on creating a compelling narrative that demonstrated Randox’s ability to deliver across all themes of the UK Government’s Social Value Model and City of London’s Responsible Procurement Policy, while also addressing the specific priorities of Public Health Wales. At the heart of both strategies was a commitment to reducing health inequality through targeted community engagement, inclusive employment practices, and enhanced access to diagnostics in underserved areas. transformacy supported Randox in articulating how its operational strengths could be harnessed to deliver long-term social impact.

Implementation
Transformacy worked closely with Randox’s bid team to effectively embed social value into the submissions. This included:
-
Community Health Equity Initiatives: Designing outreach programmes to improve sexual health awareness and access in marginalised groups.
-
Local Employment and Skills Development: Committing to recruit and train staff from local communities, with a focus on creating opportunities for those furthest from the labour market, thereby reducing health inequalities associated with long-term unemployment.
-
Supplier Diversity and SME Engagement: Prioritising partnerships with local SMEs and social enterprises to support inclusive economic growth.
Each element was backed by evidence, KPIs, and a clear delivery roadmap to ensure credibility and compliance.
Results
Randox’s enhanced social value responses were well received by procurement teams. The submissions demonstrated a clear uplift in quality and innovation compared to previous efforts, positioned Randox not just as a supplier, but as a proactive partner in tackling health inequality and driving community wellbeing. Internally, the process also helped Randox strengthen its social value framework and align future initiatives with public sector expectations.

Inspiration
This project exemplifies how healthcare organisations can use public procurement as a lever for social change. By embedding social value into core operations and aligning with regional priorities, Randox demonstrated that commercial success and community impact can go hand in hand. The work also highlights the importance of innovation –not just in diagnostics, but in how companies engage with society.
